The main functions of the Department are:

1) ensures, within its competence, that institutions of the municipal education system comply with the legislation of the Russian Federation and the Republic of Tatarstan in the field of education;

2) carries out an analysis of the regulatory framework of the institutions of the municipal education system;

3) collects information, processes it, and accumulates it to prepare draft management decisions;

4) participates in the study of the labor market, determining the current need of the city for teaching staff and the sources of its satisfaction;

5) coordinates, within the limits of its competence, issues of retraining, advanced training, and certification of teaching and management personnel of institutions of the municipal education system, as well as their reserves;

6) organizes the employment of graduates of pedagogical educational institutions of the city;

7) organizes and oversees the creation and operation of teaching classes (groups) in institutions of the municipal education system;

8) provides organizational and methodological support and control of the activities of educational institutions and youth on personnel issues;

9) provides information support and replenishment of the Department's website on the Internet in the Department's areas of activity, work on citizens' appeals in the Mayor's Blog, Interactive Map, and People's Control;

10) organizes work on the social protection of employees of the municipal education system: develops measures and organizes work to improve housing conditions, to ensure moral encouragement of employees of the municipal education system;

11) draws up documents for employees of educational institutions and youth candidates for state awards of the Russian Federation and the Republic of Tatarstan, departmental insignia, honorary titles and awards of the city of Naberezhnye Chelny;

12) organizes the activities of the State and Industry Awards Commission under the Management;

13) promotes the provision of teaching staff to institutions of the municipal education system;

14) draws up employment contracts, admission, transfer and dismissal of heads of institutions of the municipal education system;

15) forms and stores personal files, workbooks of heads of institutions of the municipal education system;

16) organizes work with young professionals in the field of education and youth;

17) draws up schedules for annual vacations of heads of educational institutions and youth;

18) organizes the compilation, analysis and synthesis of statistical reports on areas of work with teaching staff;

19) maintains documentation and forms a current archive according to the nomenclature of cases;

20) Receives citizens, reviews their appeals on issues of the Sector's competence, and takes measures to resolve official conflicts.;

21) draws up the documents necessary for the appointment of pensions to the heads of institutions of the municipal education system, ensures the submission of such documents to the social security authorities;

22) monitors the timely fulfillment by the structural divisions of the Department of the instructions and assignments of the head of the Department, the first deputy, and the deputy heads of the Department;

23) analyzes and prepares information on the level of performance discipline, efficiency of execution of orders of the head of the Department, the first deputy, deputy heads of the Department;

24) draws up weekly, monthly, quarterly, and current Management work plans;

25) organizes the preparation of meetings, meetings, and other events, prepares meeting agendas, analytical, informational, and reference materials for events held by the Office;

26) summarizes the control instructions of the head of the Department and directs them for execution;

27) creates a database of analytical materials, characteristics of the activities of the structural divisions of the Department;

28) prepares summary and analytical materials based on the results of the month, quarter, and year;

29) prepares information collections on the results of the activities of educational institutions and youth;

30) prepares drafts of municipal legal acts on issues of its competence;
