The Standing Committee on Social and Economic Development and Budget shall carry out preliminary consideration and preparation of matters related to the City Council's jurisdiction in the following areas:
- adoption and implementation of the city's social and economic development strategy;
- consideration of the city's budget draft, amendments and additions to it, approval of the city's budget, monitoring its implementation, and approval of the city's budget performance report;
- development of the municipal economy sector;
- establishment, modification, and abolition of the city's local taxes and fees;
- determination of the procedure and conditions for the ownership, use, and disposal of municipal property.
- granting benefits for the payment of local taxes;
- creation, reorganization and liquidation of municipal enterprises and institutions;
- determination of the procedure and conditions for the privatization of municipal property;
