The subject and purpose of the ATI Management is to perform managerial functions within its competence in the field of implementation of issues of local importance, the implementation of state powers transferred in accordance with the procedure established by law, defined by municipal legal acts of local governments of the city of Naberezhnye Chelny, ensuring compliance with municipal regulatory legal acts in the field of landscaping, ensuring sanitation, pedestrian safety and transport, as well as a warning, identification and suppression of violations of land legislation and control over the rational and effective use of land in the territory of the municipal entity Naberezhnye Chelny.
The powers of the ATI Management as a body under the Executive Committee of the Naberezhnye Chelny Municipal Formation:
1) exercising control, within the limits of their powers, over the activities of legal entities, individual entrepreneurs and individuals located or operating in the territory of the city of Naberezhnye Chelny, in terms of compliance with regulatory legal acts in the field of landscaping, engineering and communication (excavation), repair and other works on objects of landscaping, creation, maintenance and protection of green spaces;
2) exercising control, within the limits of their powers, over:
- the procedure for the use of land plots by legal entities, individual entrepreneurs, and individuals and the termination of rights to them;
- use of land by type of permitted use;
- the existence of concluded contracts and state registration of rights to land plots in municipal ownership and land plots for which state ownership is not demarcated, and real estate located on them;
- compliance by legal entities, individual entrepreneurs and individuals with the deadlines for the development of land plots established by current legislation;
- observing the procedure for transferring rights to land plots;
- proper return of lands;
- payment of rent for land plots in municipal ownership and land plots for which state ownership is not delimited, and payment of land tax;
- the presence and safety of boundary and geodetic signs.
3) conducting, within its competence, scheduled inspections of the implementation by legal entities and individual entrepreneurs, unscheduled inspections of the implementation by legal entities, individual entrepreneurs and individuals of the legislation of the Russian Federation, the Republic of Tatarstan and other legal acts regulating land use and requirements established by municipal legal acts in the field of landscaping, production of engineering and communication (excavation), repair and other works at landscaping facilities, creation of, maintenance and protection of green spaces in the city; systematic monitoring of the condition of external landscaping facilities of legal entities, individual entrepreneurs and individuals, taking into account the requirements of the Federal Law "On the Protection of the Rights of Legal Entities and Individual Entrepreneurs in the Implementation of State Control (Supervision) and Municipal Control";
4) consideration of issues related to ensuring sanitary conditions, pedestrian and transport safety, arrangement of entrances to the courtyard of houses, organization, as well as approaches to residential, office, commercial, educational, children's and other buildings, issuance of an order for excavation work in the city;
5) monitoring of excavation and restoration of landscaping;
6) monitoring compliance with the deadlines for the start and end of work on orders for the production of earthworks, including emergency recovery;
7) prevention of violations in the field of landscaping (sanitary cleaning of the city, work on new construction, reconstruction and major repairs of existing green areas, maintenance of green areas and other external landscaping facilities);
8) monitoring the safety of highways, green spaces and other external landscaping facilities, surveying territories for the presence of green spaces, calculating the estimated or caused damage from the removal of green spaces;
9) monitoring the proper operation of municipal infrastructure facilities located in the city of Naberezhnye Chelny, in terms of compliance with municipal legal acts in the field of landscaping;
10) monitoring compliance with the Rules of urban Improvement during the placement, construction, reconstruction, commissioning, operation, conservation and liquidation of buildings, structures, structures and other facilities for household or other purposes in the city of Naberezhnye Chelny;
11) issuing instructions to legal entities, individual entrepreneurs and individuals on the elimination of identified violations, specifying the time frame for their elimination in accordance with the Federal Law "On the Protection of the Rights of Legal Entities and Individual Entrepreneurs in the Exercise of State Control (Supervision) and Municipal Control";
12) ensuring compliance with the Rules of urban improvement, ensuring cleanliness and order, maintenance of public transport stops and bus shelters in the city of Naberezhnye Chelny.
13) implementation of municipal forest control in relation to forest plots owned by the city;
14) participation as a municipal customer under contracts concluded for the supply of goods, performance of works, provision of services for municipal needs in order to resolve issues of local importance within the competence of the ATI Management, as well as for their own needs;
15) involvement of specialists and experts in the work of the ATI Department in accordance with the established procedure;
16) development of methodological documentation on issues within the competence of ATI Management;
17) development of measures to protect land resources from pollution, preserve green spaces and organize surface runoff with damage calculation;
18) calculation of the dispersion of pollutants into the atmospheric air;
19) participation in the development of regulatory legal documents on issues within the competence of ATI Management;
20) implements issues related to the creation, arrangement, maintenance and use of urban parking lots, including on public roads of local significance in the city of Naberezhnye Chelny using modern technologies and a non-cash payment system.
21) sending information and materials to other regulatory authorities upon detection of violations, the consideration of which does not fall within the competence of ATI Management;
22) participation in the formation of the draft city budget in terms of expenses related to the implementation of the authority of the ATI;
23) ensuring participation in courts on disputes related to the competence of ATI Management, including on behalf of the Executive Committee of the city of Naberezhnye Chelny;
24) receiving citizens, ensuring timely and complete consideration of oral and written appeals from citizens, making decisions on them and sending responses to applicants within the time limit established by the legislation of the Russian Federation;
25) maintaining a register of purchases made without concluding municipal contracts;
26) exercising other powers on the grounds and in accordance with the procedure provided for by legislation and municipal legal acts.
