The main goals and objectives of Management The main objectives of the Department's activities are the sustainable development of the territory of the Naberezhnye Chelny municipal formation (hereinafter referred to as the city), the organization of a set of measures aimed at implementing the city's master plan, the development of construction activities and the creation of conditions for housing construction.

The main Management tasks are:

1) organization and, within its competence, implementation of a set of measures aimed at the implementation of the general plan of the city, rules of land use and development, documentation on the planning of the territory;

2) implementation of measures aimed at developing rules of land use and development, standards of urban planning design;

3) implementation of measures aimed at developing planning projects for built-up areas;

4) information support of urban development activities;

5) formation of a rational system for the placement of social, industrial, engineering and transport infrastructures;

6) creating a high-quality architectural environment;

7) defining and developing a strategy, the main directions for the development of construction in the city, ensuring the unconditional implementation of approved urban construction programs;

8) resolving the issue of providing low-income citizens living in the city and in need of improved housing conditions with living quarters in accordance with housing legislation.

Control Functions

The Management performs the following functions:

1) performs the functions of the customer, organizing and providing financing for the construction, reconstruction, and capital repairs of municipal engineering, social, and industrial infrastructure facilities, public roads, bridges, and other transport engineering structures within the boundaries of the Naberezhnye Chelny municipality, with the exception of highways public buildings, bridges and other transport structures of federal and regional importance;

2) manages and coordinates the activities of organizations in the field of construction, building materials and structures industry;

3) participates in the development of forecasts for the socio-economic development of the Naberezhnye Chelny municipal formation, including the formation of a comprehensive forecast for the socio-economic development of the construction complex;

4) forms programs for the development of housing construction and ensuring its implementation;

5) organizes conferences, seminars, exhibitions and other events in the field of construction;

6) develops measures to ensure the implementation of investment and construction programs for housing construction;

7) monitors transformations in the field of housing construction;

8) forms and ensures the implementation of urban programs for the construction of municipal engineering, social and industrial infrastructure facilities;

9) monitors the organization of construction and commissioning of completed facilities;

10) prepares reports on the state of affairs in the construction industry;

11) carries out activities aimed at the preparation, coordination and implementation of the general plan of the city, as well as amendments to the general plan of the city;

12) develops a plan (program) for the implementation of the general plan of the city;

13) participates in the prescribed manner in conducting public hearings on urban development activities;

14) monitors the implementation of the city's master plan;

15) determines, in accordance with the general plan of the city, the functional purpose of existing and newly built built-in and detached facilities that serve the population and ensure the integrated socio-economic development of the city;

16) participates, within the limits of its competence, in the preparation for approval of territorial planning documents jointly with municipalities having a common border;

17) participates in the development of documentation on planning, land surveying and other urban planning documentation, industrial schemes of engineering support;

18) participates in the development of Investment programs for the development of water supply, sanitation, heat supply, and electricity supply systems;

19) participates in the implementation of engineering support projects in promising development areas;

20) issues conclusions to organizations on schemes and plans for the construction of electric, thermal, gas, water, sewer, telecommunications and other networks and structures in the city that are not in municipal ownership;

21) participates in the development of standards of urban planning design, urban planning regulations, calculated indicators of provision of the city territory with social and communal facilities, facilities of engineering infrastructure;

22) issues technical specifications for the development of urban planning documentation in accordance with the established procedure;

23) participates in the organization and holding of competitions for the development of urban planning and design documentation, architectural and artistic design and landscaping of the city;

24) prepares initial permits for the provision of land plots in accordance with urban planning documentation;

25) participates in the preparation of draft resolutions of the Executive Committee on the provision of land for the construction and reconstruction of capital construction facilities, as well as in the preparation of relevant graphic and textual materials;

26) participates in the preparation of proposals on the selection of land plots for construction, reconstruction of existing buildings or their improvement in accordance with urban planning documentation, as well as on the establishment of boundaries of these land plots;

27) participates in decision-making and conclusion of contracts on the development of built-up areas;

28) carries out, in accordance with the established procedure, the preparation and issuance of urban planning plans for land plots for the design of facilities in the city in accordance with the information of the information system for urban planning activities.

29) coordinates the project documentation in accordance with the established procedure, in accordance with the urban planning plan of the land plot, documentation on the planning of the territory, rules of land use and development, territorial planning documents, and other information of the information system for urban planning activities in relation to the site and the design object.;

30) considers, in accordance with the established procedure, appeals from citizens and legal entities regarding the implementation of urban planning activities and makes decisions within its competence;

31) performs work within its competence aimed at identifying violations of urban planning legislation, land use and building regulations, and takes measures to eliminate such violations;

32) develops conditions for attracting investments, including by presenting a possible choice of the most effective types of permitted use of land and capital construction facilities;

33) participates in the organization of tenders and auctions for the selection of investors for the conclusion of investment contracts;

34) carries out, in accordance with the established procedure, the preparation of building permits, reconstruction of capital construction facilities and permits for the commissioning of capital construction facilities located in the city;

35) participates in the inspection of completed construction sites;

36) carries out, in accordance with the established procedure, the preparation of permits for the placement of temporary facilities in the city;

37) carries out the preparation of permits for geodetic works on the territory of the city in accordance with the established procedure.;

38) prepares materials for making a decision on changing the conditionally permitted type of use of a land plot, a capital construction facility, or a deviation from the maximum parameters of permitted construction of capital construction facilities located in the city;

39) maintains an information system for urban planning activities by collecting, documenting, updating, processing, systematizing, recording and storing information necessary for urban planning activities;

40) ensures the maintenance of the geodetic and cartographic basis of the city territory;

41) maintains a plan for the existing development of the city's territory (a reference plan), a registration plan for the location of communications facilities and communications and linear equipment, and a cadastre of land management and urban planning documentation;

42) interacts with the architecture and urban planning authority of the Republic of Tatarstan, federal and republican regional supervisory authorities on architectural and urban planning activities in the city;

43) cooperates with the Union of Architects of Russia, as well as its regional branch, public organizations, and also, in accordance with the established procedure, involves them (by agreement) in cooperation in the field of architecture and urban planning in the city.;
