The main objectives of the Management are:
1) ensuring the sustainable development of the city's economy;
2) implementation of priority areas in economic sectors based on indicative planning;
3) analysis of the economic and social situation of the city's vital sectors;
4) creating a favorable climate in the city, necessary to support entrepreneurship;
5) assistance to the development of priority industries and business infrastructure;
6) promoting the effective functioning of the consumer market.
The main Management functions in accordance with the tasks assigned to it are:
1) development of long-term and annual plans for the socio-economic development of the city:
- analysis of the dynamics of socio-economic development;
- forecast development, preparation of key indicators of socio-economic development of the city;
2) determining the threshold values of indicators for assessing the standard of living of the population, economic and social sectors of the city's life; exercising control over the achievement of planned results within its competence;
3) monitoring the implementation of a comprehensive forecast of socio-economic development and a system of indicative assessment of the standard of living of the city's population;
4) conducting, within its competence, an analysis of the financial and economic activities of organizations;
5) within its competence, the organization and coordination of work to improve living standards and legalize income of the population;
6) monitoring of social processes taking place in the city;
7) analysis of the reasonableness of the cost composition of the city's organizations in order to establish appropriate tariffs;
8) coordination of the development and implementation of administrative regulations for the provision of municipal services;
9) monitoring the implementation of targeted programs of the Naberezhnye Chelny municipal formation (hereinafter referred to as the target programs of the city);
10) development and implementation of the city's target program aimed at creating optimal conditions for the development of entrepreneurship;
11) facilitating the participation of business entities in national and federal business support programs, providing methodological and consulting assistance;
12) interaction with credit organizations on issues of crediting business entities, with the infrastructure for supporting entrepreneurship at the city, republican, and federal levels;
13) assistance to the development of cooperation between the city's business entities at the national, regional, Russian and international levels, providing information support to small and medium-sized businesses through the Entrepreneurship portal and the mass media;
14) interaction with non-profit organizations engaged in supporting small and medium-sized businesses;
15) promotion of advertising and exhibition activities of business entities, handicrafts and applied arts;
16) preparation of proposals for research and analysis of the state of the market of goods and services in the city;
17) improvement of business relations with commodity-producing enterprises and wholesale organizations;
18) attracting trade operators and network companies to the city;
19) development and implementation of targeted city programs for the development of food and processing, light industry, trade, catering, consumer services (hereinafter referred to as supervised industries), participation within their competence in the development and implementation of republican programs for the development of supervised industries;
20) organization, holding and assistance to business entities and business entities of supervised industries in holding competitions, forums, conferences, seminars and meetings, in presenting their achievements at the national, regional, Russian and international levels;
21) assistance in organizing education, training, retraining, and advanced training of personnel for business entities and business entities in supervised industries;
22) identification of places where retail sale of certain types of goods is permitted;
23) preparation of proposals on the placement of enterprises of supervised industries in the city;
24) registration and issuance of documents for the organization of a retail market, holding municipal lotteries, participation in the registration and issuance of documents for the provision of places for a small-scale (retail) network;
25) development of a scheme for the placement of non-stationary retail facilities in the city, a plan for the organization of fairs for the next calendar year;
26) establishment of the procedure and conditions for the implementation of trading activities, catering services, consumer services for the population, working hours in relation to municipal organizations of supervised industries, as well as small-scale retail chains and fast-service catering enterprises (summer cafes) located in residential areas, fairs organized by the Executive Committee;
27) maintaining a database (register) of small and medium-sized businesses, business entities of supervised industries, gambling establishments, registration of municipal lotteries, control over their conduct in the city;
28) monitoring the sale of alcoholic beverages;
29) collection and preparation of information on the price level for certain types of socially important essential food products;
30) within its competence, the preparation of materials for calculating the value of the correction coefficient of basic profitability K2 in relation to the types of business activities of the supervised industries;
31) organization, together with the Administrations of the districts, of the Executive Committee for Trade Services of urban events in places of mass recreation of the population, fairs;
32) participation in the implementation of state programs for the development of the agro-industrial complex;
33) support for local producers, assistance in creating conditions for expanding the market of agricultural products, raw materials and foodstuffs, support for gardeners in the sale of their agricultural products;
34) promotion of goods and services of local producers to domestic and foreign markets;
35) information and analytical monitoring of the state of business development, the trend of its development, and the state of the market for consumer goods and services in the city;
36) preparation of draft municipal legal acts on issues of their competence, including the preparation and implementation of administrative regulations for the provision of municipal services for the issuance of permits for the organization of the retail market, municipal lotteries, and the provision of places for small-scale (retail) network;
37) participation in the organization and holding of citywide and national events, including charitable ones;
38) participation in the preparation of measures for the transition of the economy in wartime conditions, the organization of the trade and catering service of the civil defense of the city, the work of the city card and control bureau according to the plan of mobilization readiness of the city for the transition to a rationed supply of the population;
39) participation in the organization of events held by the Ministry of Civil Defense and Emergency Situations of the Republic of Tatarstan, with the involvement of organizations of supervised industries;
40) coordination of the activities of territorial commissions on issues supervised by the Department;
41) formation and provision of information materials on issues within the competence of the Department;
42) preparation of responses to appeals from organizations and citizens on issues within the competence of the Department.
