The Department of Culture of the Executive Committee of the city of Naberezhnye Chelny is a structural subdivision of the Executive Committee of the city of Naberezhnye Chelny, authorized to carry out functions to resolve issues in the field of culture in the territory of the city of Naberezhnye Chelny.
The Management is guided in its activities by the Constitution of the Russian Federation, federal laws, the Constitution of the Republic of Tatarstan, the laws of the Republic of Tatarstan, other regulatory legal acts of the Russian Federation and the Republic of Tatarstan, the Charter of the municipal formation of Naberezhnye Chelny, the Regulations on the Department of Culture and other municipal legal acts.
The main objectives of the office are:
- to promote the development and strengthening of international relations;
- definition of goals and priorities in the development of certain types of cultural activities, professional art, museum and library work, folk art;
- promotion of the leisure sector, ensuring the diversity of cultural and leisure activities of various segments of the population;
- assistance to the development of local traditional folk art, preservation, revival and development of folk art crafts;
- aesthetic education, art education, pedagogical activity in the field of culture;
- popularization of cultural heritage sites (historical and cultural monuments) owned by the municipality.
The Department of Culture performs the following functions:
- coordinates the activities of municipal cultural institutions;
- interacts with the Executive Committees of the city districts on cultural issues;
- provides methodological and consulting assistance to municipal cultural institutions within its competence, ensures the development of an information system in the field of culture;
- promotes the development of theatrical and entertainment institutions, library system, museums;
- promotes the development of all types and genres of professional art within its competence;
- organizes the preparation and holding of cultural and entertainment events in the city (festivals, exhibitions, contests, holidays, etc.).
