The main management tasks are:


1) organizational and analytical support for the activities of the City Council, the Mayor, the Mayor's office (City Council);

2) legal support for the activities of the City Council, the Mayor, the Mayor's office (City Council), representation in accordance with the established procedure of their rights and legitimate interests in court, public authorities, local governments, other organizations, as well as ensuring the legality of legal acts issued by the City Council, the Mayor of the city;

3) ensuring the passage of municipal service and the management of personnel records in the office of the Mayor (City Council).


The main management functions are:


1) implementation of long-term and current planning of the work of the City Council and monitoring the implementation of the plan;

2) participation in the development and implementation of action plans for the preparation and holding of elections of deputies, referendums, citizens' meetings, public hearings on the territory of the city, control over the implementation of these events, assistance to election commissions in the exercise of their powers;

3) organization of meetings of the City Council, the Presidium of the City Council, permanent commissions of the City Council, provision of minutes of meetings, distribution of decisions, control over their execution;

4) discussion of draft decisions of the City Council on the most important socio-economic, political and other issues at meetings of labor collectives and at the place of residence of citizens, as well as through the press and other mass media;

5) summarizing and submitting for consideration by the standing committees, the Presidium of the City Council and the Executive Committee the proposals and comments of deputies made at the meeting of the City Council, preparing materials for information at the next meeting of the City Council on the progress of its decisions, as well as on the implementation of proposals, comments and appeals of deputies;

6) rendering assistance to deputies of the City Council in the exercise of their powers, in resolving issues arising in their parliamentary activities;

7) promoting broad participation of citizens in discussing and resolving issues of local importance, involving them in the work of permanent commissions of the City Council, organizing meetings and meetings of voters to conduct reports of deputies and meetings with them; preparing reference and information materials, taking into account suggestions and critical comments made by citizens, developing measures for their implementation, and submitting them for consideration by the Presidium of the City Council and the Executive Committee;

8) organization of meetings held by the Mayor of the city with the heads and representatives of city enterprises, organizations, institutions;

9) analysis and systematization of the current legislation and its amendments;

10) providing legal assistance, preparing opinions on legal issues arising in the course of the activities of deputies of the City Council, the Mayor, the Mayor's office (City Council);

11) preparation and legal examination of draft normative legal acts and other acts of the City Council, the Mayor of the city;

12) preparation, independently or jointly with other structural divisions of the Mayor's office (City Council), of proposals on changing or canceling decisions of the City Council, legal acts of the Mayor of the city;

13) conducting legal expertise of draft contracts, municipal contracts and agreements concluded on behalf of the City Council, the Mayor, the Mayor's office (City Council), the municipal entity of Naberezhnye Chelny;

14) conducting a legal examination of draft powers of attorney and their registration;

15) claim-based work, as well as judicial protection of the rights and interests of the City Council, the Mayor, the Mayor's office (City Council);

16) consideration and preparation of responses to incoming official documents, appeals, applications, letters and complaints from citizens and legal entities on issues within the competence of the department;

17) prevention of corruption and other offenses in the office of the Mayor (City Council);

18) ensuring the passage of municipal service and conducting personnel records management in the office of the Mayor (City Council):

  19) ensuring that municipal regulatory legal acts are sent to the Ministry of Justice of the Republic of Tatarstan, information on the sources and dates of their official publication (publication), additional information (acts of prosecutorial response adopted in relation to municipal regulatory legal acts (submissions, protests and applications to the court), judicial acts in cases of challenging municipal regulatory legal acts, resolutions and rulings of the Constitutional Court of the Republic of Tatarstan on cases of verification of compliance of municipal regulatory legal acts with the Constitution of the Republic of Tatarstan, orders of antimonopoly authorities addressed to local governments, on the cancellation or amendment of acts adopted by them that contradict federal legislation, acts of authorized bodies on the cancellation or suspension of municipal legal acts in the part regulating the implementation by local governments separate State powers, transferred to them by federal laws and the laws of the Republic of Tatarstan) for inclusion in the register of municipal regulatory legal acts of the Republic of Tatarstan;

   20) preparation and provision of state statistical reports and other data necessary for conducting state statistical observations;


  The Department performs other functions in accordance with the laws of the Russian Federation and the Republic of Tatarstan, as well as municipal legal acts.
