Municipal Autonomous Institution "City Cultural Center 'Evrika'" was founded in 1991 on the basis of the trade union library of "Kamgesenergostroy". In 2002, the center's library collection was transferred to the Centralized Library System, while the functioning departments — scientific and technical information, Tatar culture, language, rituals and traditions development, artistic and creative department, children and youth department, and art salon — underwent a qualitative transformation. The ways to achieve the goals and objectives of the departments became new — organizing club activities of technical, sports, artistic, and aesthetic orientation. Currently, the City Cultural Center "Evrika" is a modern cultural and leisure venue where diverse creative projects are brought to life — concerts, folk ritual performances, competitions, exhibitions, and meetings. People of different ages and interests find opportunities for creative self-realization here.
The structure of the City Cultural Center "Evrika" includes three buildings built according to the republican project "Rural Clubs":
· Zamelekesye district (V. Gosteva St., 29),
· Pribrezhny district (Chulman Ave., 6)
· 71st microdistrict (Tenistaya St., 1).
Main areas of activity of the institution:
- Organization of cultural and mass events, celebrations, concerts, evenings, competitions and festivals of various formats and themes, both free and paid;
- Operation of clubs of various orientations for children and adults;
- Organization of exhibitions and workshops.

One of the center's priority areas is working with children and adolescents. During the creative season, thematic meetings, entertainment and educational events, theatrical performances, flash mobs, and dance programs take place. In summer, board games, paper crafting, modeling, and drawing workshops, film screenings are organized, and outdoor leisure areas operate. In May, graduation parties are held for those who have completed preschool education or elementary school. Sports, entertainment and educational programs are organized for summer school camps.
The City Cultural Center "Evrika" houses a communication and rehabilitation club for people with disabilities "Together Always". A socially significant project of musical and literary orientation "Revelation" has been created, where people with disabilities develop their creative abilities. For people with physical disabilities, the amateur creativity competition-festival "Let's join hands, friends" is held.
