The main tasks of the civil defense and population protection sector are the implementation of local issues on:
1) participation in the prevention of terrorism and extremism, as well as minimizing and (or) eliminating the consequences of terrorism and extremism within the city borders;
2) participation in the prevention and elimination of the consequences of emergency situations within the boundaries of the municipality;
3) ensuring primary fire safety measures within the boundaries of the municipality; 4) organization and implementation of measures for territorial defense and civil defense, protection of the population and the city territory from natural and man-made emergencies, including support in a state of constant readiness for the use of public warning systems about danger, civil defense facilities, creation and maintenance of supplies for civil defense purposes.-technical, food, medical and other means;
5) organization of the activities of emergency services and (or) rescue units in the city;
6) implementation of measures to ensure the safety of people on water bodies, protection of their life and health;
7) participation in the investigation of accidents at the enterprise and the development of measures to prevent them;
8) ensuring the implementation of the state policy in the field of labor protection;
9) taking measures to prevent occupational injuries and morbidity, develop and approve programs to improve working conditions and safety, as well as assist organizations in implementing the measures developed.
To achieve the established objectives, the civil defense and population protection sector performs the following functions:
1) within its competence, carries out measures to prevent terrorism and extremism, as well as minimize and (or) eliminate the consequences of terrorism and extremism within the boundaries of the municipality;
2) organizes the preparation and maintenance of the necessary forces and means to protect the population and the territory of the municipality from emergency situations, training the population in ways of protection and actions in these situations;
3) organizes activities aimed at the creation and maintenance of food supplies, medical personal protective equipment and other means for the purposes of civil defense;
4) organizes evacuation measures in emergency situations;
5) organizes, in accordance with the established procedure, the collection and exchange of information in the field of protection of the population and the territory of the municipality from emergency situations, ensures timely notification and informing of the population, including through the use of specialized technical means of notifying the population in places of mass presence of people, about the threat or occurrence of emergency situations;
6) organizes measures to maintain in a state of constant readiness for the use of the municipal public notification system about the dangers arising from military conflicts or as a result of these conflicts, as well as in emergency situations of a natural and man-made nature, protective structures and other civil defense facilities;
7) organizes measures to create financial and material resources for emergency response;
8) organizes emergency rescue and other urgent work;
9) promotes the sustainable functioning of organizations in emergency situations;
10) organizes events to create conditions for the organization of voluntary fire protection, as well as for the participation of citizens in ensuring primary fire safety measures in other forms;
11) organizes informing the public about fire safety measures;
12) organizes measures to establish a special fire protection regime in case of increased fire danger;
13) organizes civil defense activities, development and implementation of civil defense and population protection plans;
14) organizes training of the population in the field of civil defense;
15) organizes events to prepare for the evacuation of the population, material and cultural assets to safe areas;
16) organizes the implementation of priority measures to maintain the sustainable functioning of organizations in wartime.
