The main tasks of the department are: leadership and control over the creation of psychological and pedagogical conditions for the comprehensive development of each child, taking into account his individual characteristics; ensuring the improvement of the quality of education and monitoring the quality of education in preschool institutions; professional development of teaching staff and heads of preschool educational institutions.
The Department performs the following functions:
1) analyzes and predicts trends in the development of preschool education, substantiates the goals and priorities of the development of individual preschool educational programs;
2) defines the main directions and tasks in the work of preschool educational institutions;
3) coordinates and controls the work of preschool educational institutions in the automated information system "Electronic Kindergarten"; cooperates with the Ministry of Education and Science of the Republic of Tatarstan and the BARS Group specialists on the operation of the automated information system "Electronic Kindergarten";
4) organizes monitoring of the implementation of special educational programs in groups for children with disabilities in physical and mental development, correction of developmental disorders and social adaptation;
5) organizes control over the implementation of the Law of the Republic of Tatarstan "On the State languages of the Republic of Tatarstan and other languages in the Republic of Tatarstan" in preschool educational institutions;
6) provides guidance on the preservation of languages, cultures and traditions of the peoples of the Republic of Tatarstan and the Volga region in all preschool educational institutions;
7) oversees the organization of work to promote spiritual and physical development, the formation of healthy lifestyle skills, and the education of citizenship and patriotism in children in preschool educational institutions;
8) promotes informatization of preschool education, organizes and coordinates the development and use of new information technologies in the educational process in preschool educational institutions;
9) inspects preschool educational institutions, supervises the educational, educational and methodological work of preschool educational institutions;
10) defines effective methods and forms of improving the professional competence of employees of preschool educational institutions, taking into account the interests and requests;
11) organizes and conducts work to improve the managerial competence of heads of preschool educational institutions through training seminars;
12) oversees the organization of paid educational services in municipal preschool educational institutions;
13) conducts an expert examination of the activities of teaching staff and heads of municipal preschool educational institutions during certification;
14) provides assistance in licensing the activities of municipal preschool educational institutions;
15) cooperates with the Ministry of Education and Science of the Republic of Tatarstan on licensing preschool educational institutions;
16) organizes work on continuity in educational, educational and methodological work, on current and future planning in the work of municipal preschool educational institutions and schools;
17) oversees the issues of the relationship "preschool educational institution – family – community";
18) studies, summarizes and distributes the pedagogical experience of the best preschool educational institutions in continuity with the school, the work of preschool educational institutions with families and with unorganized children, their implementation in the practice of preschool educational institutions;
19) prepares the materials considered by the Management Board;
20) carries out and organizes the promotion of pedagogical knowledge among parents through mass media, conferences, seminars;
21) organizes conferences, seminars, meetings, exhibitions, competitions, festivals in the field of education on topical issues of pedagogy and psychology, the introduction of achievements of pedagogical science in the practice of preschool educational institutions;
22) prepares analytical materials and proposals for improving the state of preschool education in the city;
23) carries out planning and reporting on the activities of the Department of preschool education, on the activities of preschool educational institutions in the Ministry of Defense and the Republic of Tatarstan in accordance with the legislation of the Russian Federation and the Republic of Tatarstan;
25) organizes professional skill competitions for teachers of various categories;
26) organizes the preparation of materials for participation in national and national competitions;
27) handles letters, appeals and complaints from citizens; 28) performs other functions in accordance with the legislation of the Russian Federation, the legislation of the Republic of Tatarstan, and municipal legal acts.
28) participates in the development and, within its competence, ensures the implementation of urban programs for the protection and promotion of children's health;
29) monitors the organization of meals for pupils of institutions of the municipal education system in accordance with sanitary rules and regulations;
30) ensures the effective functioning and development of institutions of the municipal preschool education system;
31) collects and processes information within its competence, analyzes cases and takes measures to prevent diseases and injuries.;
32) ensures that institutions of the municipal preschool education system provide statistical reporting on cases of illness and injury to children;
33), within its competence, assists municipal preschool educational institutions in licensing their activities and certification;
34) promotes the informatization of preschool education, organizes and coordinates the development and use of modern information technologies in the rehabilitation of pupils of institutions of the municipal education system;
35) carries out activities to promote the spiritual and physical development, the formation of a healthy lifestyle for children;
36) organizes conferences, meetings, exhibitions, competitions, seminars on ensuring the health of citizens in the education system;
37) monitors the fulfillment by institutions of the municipal education system of the requirements of sanitary rules and regulations, as well as state standards for the minimum equipment and staffing of preschool educational institutions;
38) in accordance with the established procedure, within the limits of its competence, carries out an audit of the activities of institutions of the municipal preschool education system.;
39), in accordance with the established procedure, monitors compliance with conditions and the implementation of measures to ensure the protection and promotion of children's health in institutions of the municipal preschool education system.;
40) instructs the heads of preschool educational institutions on the issues of protecting the life and health of children, as well as on compliance with safety regulations;
41) participates in the compilation of title lists for capital and current repairs of institutions of the municipal preschool education system, within the limits of its competence, monitors their implementation.;
42) participates in the preparation of schedules for technical inspections of facilities of the municipal preschool education system, carries out measures to improve their technical condition.;
43) provides measures for landscaping and landscaping the territories of institutions of the municipal preschool education system, as well as events for the festive decoration of the facades of their buildings;
44) develops action plans to reduce the labor intensity and cost of repair and construction work carried out in institutions of the municipal preschool education system, and increase the efficiency of using their fixed assets;
45) participates in the development and implementation of state standards and technical specifications for the operation, maintenance and repair of buildings and facilities of the municipal preschool education system;
46) participates in the work of commissions for the acceptance of premises of institutions of the municipal preschool education system after routine repairs in accordance with the established procedure.;
47) coordinates the activities of institutions of the municipal preschool education system on their compliance with fire safety rules and regulations, occupational safety and the safe operation of property.
